The United Kingdom and the United States have secured a significant commercial pact that will keep zero import taxes on British pharmaceutical exports entering the American market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has committed to raise spending on medicines through the NHS. This pledge guarantees that duties on these crucial goods will remain at nothing for a duration of three years.

This deal comes after recent threats to significantly raise duties on patented drug products, with figures floated reaching double the cost.

"This deal with the UK reinforces the international landscape for cutting-edge drugs and introduces much-needed balance to U.S.–U.K. pharmaceutical trade," a statement said.

Commercial Significance

Drugs are one of the Britain's largest exports to the America, which is easily the largest destination for large companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months prior to September, the UK sold drugs totaling billions to the US. This figure made up 17.4% of British export trade in that timeframe.

"This guarantee safeguards employment, increases capital expenditure and facilitates the UK to emerge as a global hub for biotech and pharma," a government official remarked.

Specific UK Commitments

The pact includes several specific changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the affordability limit at which it deems new therapies to be unaffordable by a quarter.
  • Increased NHS Spending: There is a target to double overall NHS spending on drugs from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Rebate Cap: The amount drug companies must return to the NHS to control costs will be capped at 15%. Last year, refunds exceeded twenty percent.

Industry Background

The pact follows a ongoing tension between the sector and the UK government over drug pricing and approval rates.

The disagreement were intensified by claims that US patients were paying significantly more for the equivalent treatments than patients in the other developed nations.

Recently, several large drug company projects in the UK have been delayed or cancelled, while major expansions have been announced toward US facilities.

A senior figure publicly accepted that the NHS needed to increase expenditure on drugs, noting that its spending on drugs had shrunk as a proportion of its resources over the last ten years.
