Nineteen of Medvedev's 21 victories have been achieved on hardcourt
A comeback the Russian player won his first championship for 882 days with success over Frenchman Moutet in the competition final.
The athlete, a ex- number one, has had a difficult year, winning just one match at the major tournaments and undergoing a meltdown at the New York tournament.
His varied form on the tennis tour - and struggles with his serving in especial - resulted in him dropping out of the elite rankings and eventually parting ways with long-term mentor Gilles Cervara.
Currently working with Johansson and his other coach, Medvedev has gradually improved in the last few weeks - climaxing in a closely contested 7-5 4-6 6-3 triumph over challenger Moutet.
This represents his maiden championship after the Italian tournament and maiden on a hard court from March of the previous year.
Success also indicates Medvedev has secured 21 titles at twenty-one different events.
"This marks the first occasion I'm at a tournament with my two daughters simultaneously, so to secure a title is really nice," said tennis professional Medvedev.
"This title is in honour of my younger daughter her name, because the maiden victory I achieved when my older daughter my daughter was born was for her."
The tennis star, the former major winner, had lost his last six finals, including in the German tournament in the past months.
The player's retrieving approach and regular emotional displays on the playing surface had caused commentators to wonder if his ability to play at the highest level was concluded.
But the 29-year-old has made changes in the last few weeks, attempting to come to the net and play aggressively, backed up by an better service.
The champion fought back from a deficit in the first set against the tricky opponent, winning four of the last five games to take the lead.
Both players exchanged break points in the middle set before Moutet, attempting for his initial tour title, took control to create a final set.
The opponent saved four early break points in a tight deciding set before the champion secured a break to that score to secure the win.
Appropriately, he clinched the title with a shot at the net area, with his opponent failing to control a volley after two hours and 38 minutes.
